党的二十大报告提出，在社会基层坚持和发展新时代“枫桥经验”，完善正确处理新形势下人民内部矛盾机制。在上海这座拥有2500万人口和复杂系统的超大城市中，基层法院作为司法体系的“前岗哨所”，正积极融入党委领导下的社会治理大格局，努力探索适合超大型城市基层纠纷解决的新范式。近年来，上海市普陀区人民法院立足超大城市特点，持续深入坚持和发展新时代“枫桥经验”，通过巡回审判、协同共治、法治宣传、送法上门、制发社区常见纠纷治理指引等多种方式助力提升基层自治能力，推动更多法治力量向引导和疏导端用力，为矛盾纠纷源头化解探寻最实样本、最优方案。
